“A new Beijing, a new Olympics” is one of China’s slogans for the games. The English translation of this is tailored to suit a foreign audience. It refers to a “great Olympics”, not a new one, to avoid upsetting those who might fear an end to what they quaintly regard as a century-old tradition of international camaraderie. But there is no cause for alarm. What China means by new is an Olympics taken to new heights of razzmatazz. Hollywood’s Steven Spielberg has been recruited to help design the opening and closing ceremonies. Beijing is justifiably confident that its purpose-built Olympics infrastructure, including a $430m stadium resembling a bird’s nest of steel, will be ready in time.

Some observers believe that the American era is coming to an end, as the Western-oriented world order is replaced by one increasingly dominated by the East. The historian Niall Ferguson has written that the bloody twentieth century witnessed “the descent of the West” and “a reorientation of the world” toward the East. Realists go on to note that as China gets more powerful and the United States’ position erodes, two things are likely to happen: China will try to use its growing influence to reshape the rules and institutions of the international system to better serve its interests, and other states in the system — especially the declining hegemon — will start to see China as a growing security threat.

USA har alltmer börjar få upp ögonen för Kina som en ny konkurrent och Fareed Zakaria skriver om Kina som världens nya supermakt: The Rise of a Fierce Yet Fragile Superpower. The much-heralded advent of China as a global power is no longer a forecast but a reality. Now we, and they, must manage its triumph.

In 2007 China contributed more to global growth than the United States, the first time another country had done so since at least the 1930s. It also became the world’s largest consumer, eclipsing the United States in four of the five basic food, energy and industrial commodities. And a few months ago China surpassed the United States to become the world’s leading emitter of CO2. Whether it’s trade, global warming, Darfur or North Korea, China has become the new x factor, without which no durable solution is possible.

And yet the Chinese do not quite see themselves this way. Susan Shirk, the author of a recent book about the country, “The Fragile Superpower,” tells a revealing tale. Whenever she mentions her title in America, people say to her, “Fragile? China doesn’t seem fragile.” But in China people say, “Superpower? China isn’t a superpower.”

Medan Bush-regeringen har utnämnt Iran till sin främste fiende och alltmer fokuserar på att försvara och förstärka det helt marginella Israels position så lämnar man resten av schackbrädet fritt för Kina att expandera mer eller mindre som man vill.

USA kan skrämma de flesta länder till tystnad, men man kan inte skrämma Kina. Kina är faktiskt det enda land som har tvingat president Bush att be om ursäkt, och det var i april 2001 när ett amerikanska spionplan landade i Kina efter en kollision med ett kinesiska stridsplan.

Frågan är nu hur USA kommer bemöta det allt starkare Kina. Kommer man att försöka isolera och försvaga det eller kommer man att erkänna att man nu inte längre kan dominera världen som hittills och bli mindre unilateral?

Ett problem som jag ser är att dagens amerikaner inte är mentalt förberedda att erkänna att man inte längre är den enda som bestämmer i världen.

Men det är just det man inte längre är, och Kina kommer att göra det allt klarare under de närmaste åren.
